There is a perception of inequality among the "educated" and the folks who associate education with privilege(by design, and yes very savvy people who wish to keep their stations in life do "conspire"- if you don't believe this, keep moving your checkers around on the chess board) . The institutions of industry who designed public education in America built in a system that would only educate to certain level. Then mechanisms of distrust would sew the seeds against those who chose to expand that education. I think its classic divide and conquer, and a way to keep class ascendance to a minimum.
